Colorado makes 4th DUI in a lifetime a felony

After years of attempts, the Colorado legislature has passed legislation that makes a 4th DUI offense in a lifetime a felony punishable by up to six years in prison.  While this is viscerally satisfying to many, there are still major concerns about the effectiveness and fiscal soundness of the new law.  Research has shown that recidivism rates are no lower in states that have felony DUI laws.  Additionally, the bipartisan Colorado Joint Budget Committee has estimated that the cost of the new law will be almost $28 million over the first five years.  Given that the curriculum for alcohol treatment classes used in Colorado is over 20 years old, it seems as if some of that $28 million might be better spent elsewhere.  Time will tell.
